Apple stopped signing in older versions of iOS 13.1.1, iOS 13, and iOS 12.1.4 after few days of iOS 13.1.2 public release and iOS 13.2 beta release.
So, now you can’t downgrade your iOS versions to the versions mentioned above. However, iOS 13.1 still signing, and you can downgrade your iOS version to iOS 13.1. Downgrade from here.
Apple usually does this encourage to devices running the most current version iOS version on devices. The most important thing is that they need to prevent downgrading a vulnerable iOS version, which can be exploited. If it could be lead to potential jailbreak as well as everyone’s intent to downgrade to the vulnerable iOS version. Also, people normally remain the older iOS version to continue to jailbreak. However, no more hassle with iOS 13.1.1, iOS 13.1 & iOS 12.1.4. Apple officially stopped signing these versions. So, no one can downgrade to these versions.
